General Counsel

Ms. Timi Nickerson Kenealy serves as the General Counsel at the U.S. AbilityOne Commission® (Commission). Kenealy has combined Federal experience of over 20 years and has served as in-house government counsel for nearly 15 years as a procurement law expert advising on appropriations and ethics matters. Prior to the Commission, Kenealy served as an Associate General Counsel at the Peace Corps, handling all procurement matters, including major IT projects to support complete automation of the agency’s recruitment of Peace Corps Volunteers and a new electronic health records system transforming the delivery of healthcare to over 7,000 Peace Corps Volunteers. Kenealy also served as the Alternate Deputy Designated Agency Ethics Officer advising on ethics matters.

Prior to her tenure at the Peace Corps, Kenealy served as a senior Assistant General Counsel from December 2000 until December 2009, and as Acting General Counsel, Acting Legal Counsel, Designated Agency Ethics Officer (DAEO) and Chief Freedom of Information Act Officer from March 2008 through June 2009, at the Broadcasting Board of Governors (BBG). Kenealy handled virtually all aspects of the agency’s procurement activities, advising and participating in negotiations with foreign governments and broadcasters to establish new BBG overseas broadcasting arrangements.

Prior to her appointment at the BBG, Kenealy was a litigator in private practice in Washington, D.C., and Northern Virginia in government contracts practice groups.

Following her graduation from law school, she served in successive terms as a law clerk to the Honorable Dianne G. Weinstein and the Honorable James F. Merow at the Court of Federal Claims. She received her J.D. from the Washington College of Law at American University and her B.A. from the University of Texas, Arlington.
