Shelly E. Hammond

Director, Contracting and Policy

Ms. Shelly E. Hammond is the Director of Contracting and Policy for the Commission. She is responsible for reviewing and analyzing Commission regulations, directives, and related program guidance in furtherance of administering the JWOD Act and managing the AbilityOne Program. The office is responsible for drafting legislative initiatives and regulations, and for initiating and/or clearing new or revised policy directives.

A warranted Agreements and Contracting Officer, Hammond serves as Senior Contracts Advisor to the Executive Director and Commission, responsible for oversight and execution of all agency contract actions. Additionally, she is Agency Program Coordinator for the Government Purchase Card and Travel Card Program.

Hammond has a Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in contracting. She received a Bachelor of Science Degree in Computer Networking and Accounting from Strayer University; a Master of Science in Emergency and Disaster Management from Touro University; and a Master of Arts in Procurement and Acquisition from Webster University. She served 22 years in the United States Marine Corps Reserve.
