Virna Winters is the Executive Director, Acquisition Policy, Oversight and Workforce in the Office of Acquisition Management at the Department of Commerce. In her capacity, Winters is responsible for providing strategic leadership, implementing departmental acquisition policies, regulations, and standards, overseeing the Department of Commerce contracting offices that provide operational procurement services, and managing the Department’s acquisition workforce development and charge card programs. Winters has over 20 years of Federal acquisition experience as contracting officer and procurement analyst and has served in various leadership positions including Director of Acquisition Policy and Oversight, Acting Deputy Senior Procurement Executive and Acting Director of the Office of Small and Disadvantaged Business Utilization. She has led integrated teams in implementing department-wide and government-wide initiatives and producing positive results through strategic planning, evaluation, and execution of programs and policies.
