2000 JWOD Outstanding Contributions Award Winners
Donna Hutchens and Colonel Kevin Cloud

April 18, 2000, Donna Hutchens, a Procurement Services Team Leader
in the General Services Administration's Public Buildings Service
Northwest Arctic Region, and Colonel Kevin Cloud, Commander, 60th
Contracting Squadron, Travis Air Force Base, received Outstanding
Contributions Awards from the Javits-Wagner-O'Day (JWOD) Program.
"Donna Hutchens and Colonel Kevin Cloud epitomize everything that
is good about the JWOD Program and we are delighted to show them
our appreciation for their support," said Leon A. Wilson, Jr., Executive
Director of the Committee for Purchase From People Who Are Blind
or Severely Disabled.
Ms. Hutchens first became involved with the JWOD Program in 1979
when seeking a custodial contractor for a Federal building in Portland,
Oregon. Thanks to her twenty-one years of support, the JWOD Program
currently holds thirty-three of the region's custodial/grounds services
contracts and two administrative services contracts, including the
operation of the Regional Emergency Control Center, a project led
by Ms. Hutchens in 1999.
Travis AFB currently provides 208 jobs for people with severe disabilities
in a number of service contracts, including grounds maintenance,
janitorial/custodial, full food service, painting, library services,
air passenger security, and furnishings management. Colonel Cloud's
current efforts to launch a military family housing maintenance
contract and to create a base-wide transportation outsourcing initiative
for the JWOD Program have the potential to provide an additional
200 jobs to people with severe disabilities.

it comes to JWOD contracting expertise, Donna Hutchens sets the
standard. She is instrumental in referring new and exciting service
contracts to the JWOD Program," said Susan Milstein, Executive Director
of NISH's Northwest Regional office.
"Colonel Cloud has been instrumental in using the JWOD Program
for all conceivable requirementslarge as well as small; innovative
as well as routine," said David Dubinsky, Executive Director of
NISH's West Regional office.
Ms. Hutchens and Colonel Cloud expressed their pleasure in being
able to provide employment opportunities to people with severe disabilities
and thanked JWOD employees for providing extraordinary service to
GSA's Northwest Arctic Region and Travis Air Force Base.
